California College Promise Grant Info & Application

For eligible California residents, the California Community College system offers a fee waiver program known as the California College Promise Grant (formerly known as Board of Governors Enrollment Fee Waiver or BOGW). The program may waive the enrollment fees for an eligible student.

Students who completed a FAFSA or CA Dream Act Application can be considered for a California College Promise Grant and do not have to complete a separate paper California College Promise Grant Form.

Eligibility

To qualify for a California College Promise Grant (formerly known as BOGW fee waiver), you must:

  1. Be classified as a resident of California, according to the Hartnell College Admissions & Records Office.
  2. Meet the income criteria below.

Students meeting one of the criteria below may also be awarded a California College Promise Grant. Students meeting these criteria must submit supporting documentation with their California College Promise Grant Form.

Maintaining Fee Waiver Eligibility

Once you’ve qualified for the California Promise Grant, it is important to maintain academic and progress standards in order to avoid losing the fee waiver.

Academic – Sustain a GPA of 2.0 or higher
If your cumulative GPA falls below 2.0 for two (2) consecutive primary terms (fall and spring semesters are primary terms at Hartnell College) you may lose your fee waiver eligibility.

Progress – Complete more than 50% of your coursework
If the cumulative number of courses you successfully complete falls below 50% in two (2) consecutive primary terms (fall and spring semesters are primary terms at Hartnell College) you may lose your fee waiver eligibility.

Combination of Academic and Progress Standards

Any combination of two consecutive terms of cumulative GPA below 2.0 and/or cumulative course completion less than 50% may result in loss of fee waiver eligibility.

You will be notified within 30 days of the end of each term if you are being placed on either Academic (GPA) and/or Progress (Course Completion) probation. Your notification will include the information that a second term of probation will result in loss of fee waiver eligibility. After the second consecutive term of probation, you may lose eligibility for the fee waiver at your next registration opportunity.

Loss of CA Promise Grant Waiver:

Please be aware a student that continues on a second consecutive term (fall/spring semesters) on academic or progress probation will result in the loss of the BOGW Fee Waiver.

Students on Level 1 Probation are not affected by this policy but students on probation beyond Level 1 will lose the above two services.

Have you lost your fee waiver eligibility due to failing to meet academic standards?

If you have lost your eligibility for the fee waiver, you may complete the Loss of Enrollment Priority and/or CCPG Fee Waiver Appeal process.

All Appeal forms and documentation must be received by Admissions & Records/Financial Aid Department by the established College deadline. Planning ahead is very important!
